The new rotation transformation seems to apply some scaling at the same time as rotating the selected dots. The effect is easiest to see when you try to rotate a round object (a ball for example). The ball rotates OK with no rescaling in the preview window while you are rotating the selected dots with the mouse, but shrinks at the same time as rotating when the warp is played.

I received your project and can reproduce the rotation "problem" now.
It, however, is not really a problem. You should not use dots transform to rotate the ball, please use Camera instead.
With Camera tool, you can rotate the ball to any angle very accurately.
